Linear meters explained

Why linear meters? The term comes from measuring by running along the length - only the length counts, not width or height.

Linear meter (lfm) = the actual fence length, regardless of fence height.

The length is multiplied by the duration:

Example calculation: 100 lfm fence × 8 Тижнів = 800 lfm/Тиждень

This unit price per lfm/week is then multiplied by 800 to get the total retention cost.

Legal basis: VOB and construction site regulations

Construction fence tenders in Germany are governed by several legal frameworks. Understanding these is essential for correctly structuring a tender.

VOB Teil C / ATV DIN 18299

The Vergabe- und Vertragsordnung für Bauleistungen (VOB) Part C defines general technical contract conditions for construction services.

Section 4.1 (Nebenleistungen): Construction site setup can be treated as an ancillary service (Nebenleistung) — meaning it does not need to appear explicitly in the tender and is included in the contractor's overhead without separate remuneration.

Alternative: If explicitly listed in the schedule of quantities (Leistungsverzeichnis), it becomes a "Besondere Leistung" and must be priced as a separate item.

Procurement law thresholds

The type of procurement procedure depends on the estimated contract value:

Direct award (freihändige Vergabe): up to approx. 3,000 EUR (net) — no formal tender required
Restricted tender (beschränkte Ausschreibung): up to approx. 50,000 EUR (net) — selected bidders only
Public tender (öffentliche Ausschreibung): above approx. 50,000 EUR — open to all qualified bidders
EU threshold (VgV/GWB): above 5,538,000 EUR — EU-wide procurement required

Thresholds are set by UVgO for sub-threshold and GWB/VgV for above-threshold procurements.

Practical tip: For projects where the construction fence represents a significant cost (typically more than a few hundred euros), always list it explicitly as a Besondere Leistung. This ensures transparency and avoids disputes about what is included in the contractor's overhead.

The LABO (Länderausschuss für Bautechnik) publishes reference price data for construction site setup positions. These values are widely used by public clients in Germany as benchmarks for plausibility checks.

In LABO and official tender documents, mobile construction fences are often described as "Stahlrohrgitterelement" or "Bauzaun aus Einzelelementen". These are the terms to look out for when searching tender portals.

The total cost of construction site setup (Baustelleneinrichtung, BE) — of which the construction fence is a key component — typically amounts to the following share of total construction cost:

The holding costs (Vorhalten) are often treated as ancillary costs (Nebenleistung) and distributed across the BGK (Baustellengemeinkosten).

Calculation variants according to VOB

Variant 1: Normal positions

BE explicitly listed in LV. Priced like any other position: EKT + BGK + AGK + Wagnis & Gewinn. Not part of the Deckungsbeitrag.

Variant 2: Ancillary service

BE treated as Nebenleistung per ATV DIN 18299. Cost distributed via Zuschlagskalkulation or Endsummenkalkulation across BGK. Part of the Deckungsbeitrag (13–21%).

Variant 3: Mixed

Setup and clearance are listed in LV, holding (Vorhalten) is treated as Nebenleistung. Common in practice for medium-sized projects.
